The free tier is real and you should try it. What free does not buy you is the hour. You still gather several photos, and you still wait. If the reason your profile picture is three years out of date is that you never quite get round to it, then a free option you have to make time for solves the wrong half of the problem. Cheap is easy to find in this category. Finished in two minutes from the photo already on your phone is not.
Try their free tier, genuinely. If you are printing at size, want human retouching, and have the photos and the afternoon spare, BetterPic is aimed squarely at you and does that job well. But most people do not need a museum print, they need a good photo on their profile by this evening. That is a two minute job with one selfie here, and a gather-and-wait job everywhere else.
